Cannot Share Library

I do not have the option to share my library of templates as a public link. I do not want to invite individuals to be able to download my template. I want to allow students to access the template so they can make modifications and customize. Before the recent update in August, I could share my library with templates easily with one link to students. I tried sharing through Google classroom also, but it only allows the students to view. Not save to edit their own copy.
