Downloading PDFs

Downloading a PDF of this file has been problematic. When I attempt to download all pages into a single PDF, the download stops at 90% progress and then eventually fails. If I download the pages individually, the text is modified so that it is not consistently formatted like it should be on the webpage. Spacing of letters and spacing of lines is different from the pdf than from the web version of the file. These errors occur in Chrome and Edge browsers as well as in private browsing modes.
