Edit scroll bar constantly resets to beginning while editing

While I am editing the timeline, every time I click into a scene or audio clip, it does not select it, as the scrolling function takes me back to the very beginning every time. The adobe comment forums suggested to edit "automatic start from beginning" in preferences, however my preferences do not provide that option.
