Error: unable to get local issuer ceritificate

I recently started working on Adobe express add on project with react js. I cloned github repo into my local and while trying to npm install facing this issue. Anyone familiar with this issue, any suggestions on how to resolve this issue.

I also tried bypassing strict-ssl check, doing that gave me this error.
