If I replace an image in a file the image turns into a keyframe and a print file becomes video

When I replace an image in a template that lives in a library we have created, when the new photo is swapped in (jpg) it converts the file to a video, and creates a timeline. This has been a new thing that has happened since last week. Examples attached
