The whole upper corner looks bad, the buttons in the said area is not clickable

Hi, for the issue causing misplaced headers in  Adobe Express, a fix was deployed. Can you try again and check if it works fine for you?

We are aware of this issue and are investigating it. Clearing the browser cache and reloading has resolved this issue for many users, so that may be worth trying. You can also visit https://status.adobe.com/ to follow the status of this issue.
