Issue when resizing

So basically I was trying to resize a project and then found that the numbers I entered kept changing after I hit the "resize" button. In this example (see video) I tried to add the amount of bleed to a print size (so 0.125 inches x 2 on both sizes to the original size) The end result is the size reduced a great deal instead of enlarged.
