Issues in design elements

I have been facing a lot of delay as well as problem today because the Design elements settings panel on the left is not opening. I have to close and restart my browser to edit the colours or do any changes in the effects or colours. And today this is the 4th instance within 2 hours . This is very frustrating as I am wasting so much of precious time on this website.
