issues resizing elements

Hello I appear to be having issues resizing elements. It is as if the element is locked. I have tried numerous elements and it appears to happen to all types.

I have tried on my Samsung phone and PC and still the same. I have cleared cache and that has not worked. This has not been an issue previously. Is there a known bug?

Share a screen recording showing the issue
Confirm if this happens in Incognito mode (for web) or only in the app
