Very slow when attempting to put a small video together. Audio doesn't play and video lags to the point that it stays stuck in a frame

Are you still having this issue with Adobe Express?

I'd recommend you clear the cache/cookies of the browser and try again. Also, please go through this article once https://helpx.adobe.com/express/system-requirements.html and check if the hardware accelerator and JavaScript are enabled on the browser.
