I am unable to access the layers and can't move items forward or backwards on the page.

Sorry to hear about that.

Did you try to refresh the page or tot try with a different browser? Clearing the cache/cookies from the browser also resolves the maximum number of such issues. You can try in private mode or check the Internet connection.

If the issue persists, please specify your device, the browser version, and the OS version. Can you share a screenshot showing the greyed out layers?
