You can do so by using the Grids functionality in Adobe Express. All you need to do is Select the Grid Type you want > Select Individual Grid cell > Go to Media, and search for the color. This will help you get the desired output.

However, if you want to add color to the grid cells through a color palette or hex code, I'd suggest you post a feature request here to our product team directly. They might reach out for more info on it.
