Line spacing

I've applied 0.5 line spacing to my paragraph returns to have smaller gaps between my paragraphs. When I export my file to a PDF, the final PDF ignores the line spacing. The screenshot attached shows what I've applied in Express on the left, and what the final PDF result is on the right. You can see the gaps between the paragraphs aren't the same and not the desired result.
