You don't say whether you have only an Adobe Express or a Creative Cloud subscription or are using the free version. These affect the amount of storage you have. Check all these locations for any files that count towards your storage limit:

https://assets.adobe.com - sign in with your Adobe ID email
- check also the deleted files section - files are permanently deleted after 30 days; if you have deleted files from Adobe Express but they are still in the deleted files area they still count towards your storage.

https://documentcloud.adobe.com
https://express.adobe.com/sp/
https://new.express.adobe.com/
https://assets.adobe.com/mobilecreations
- in the Mobile Creations area also check Deleted items.
