[Mobile Beta] Not able to download mp4 video files

I am not able to download mp4 files and keep on loading and not getting started

Export your files for non Adobe product to Files. Then you can re-import them. I haven't checked Lightroom it might work. 
Don't use a beta unless Adobe is paying you and you have an established contact inside at Adobe. It's not in ordinate for Adobe to have errors in features. It's common. Go back a couple versions.
