Multiply Effect not working when exporting as PDF

I created some templates and added a gradient fade (a JPEG) that goes from white to dark blue. I am using it as a gradient when I apply the multiply effect on the page. However, when exporting asa PDF it doesn't apply the multiply effect and downloads it as white/blue gradient. Does anyone know how to fix this?
