I would say Adobe is having problems. When files can't be accessed, that's a bad sign.

Thanks for your feedback! We understand how frustrating the “upstream connect error” and timeouts are. This is usually due to network or server issues. Try restarting the app, checking your connection, or clearing cache. Does it happen with all files, specific ones, or certain times of day? Which device and browser are you using?
