I've tried multiple times to use a JPG on my desktop to insert it into a graphic I'm making. However, every time I click "upload from device" and select the photo I like, nothing happens.

Sorry to hear about your difficulties. I'd try these and see if they help:

Test in different browsers - Chrome, Edge, Safari
Try clearing the browser cache - https://support.google.com/accounts/answer/32050
Test in incognito/private browsing mode - https://support.google.com/chrome/answer/95464
Try resizing the image first https://www.adobe.com/express/feature/image/resize
