Not seeing when anything is selected

When I select a layer, it's not showing anything is selected. For example, a photo will not have a dotted line around it with the option to resize. A text box is invisible. The erase circle tool is invisible. Everything works, but I can't see anything.

I duplicated my file and now it's fine again. But the old one still has the issues.
