Is this still happening? There was a disruption to Adobe Express functionality earlier today (see https://status.adobe.com/products/503465/202402100010)

If you are still running into this issue, could you please provide mode a screenshot, including the browser's address bar (so we can inspect the URL of your Express file and associated error logs)?
