Problem with Adobe Cloud storage quota for Free Adobe Express

This onine documentation says I should have 5GB of Cloud Storage. Please clarify. https://helpx.adobe.com/express/express-faq.html#product-capability

I have 2 files totalling less that 3 GB and keep getting a message that I'm over quota. I thought I permanently deleted files, but do not see a link to check for deleted files.

Deleted files go to the Deleted Files area and remain there for 30 days before pernanent deletion. If you are close to your storage limit, then you can go to https://assets.adobe.com then click Deleted Files and manually delete the files.
