Resizing images

When you click your image, press resize, add in the size you want, then it changes the whole canvas size, not the actual image. When I stretch it using your usual tools it just shrinks it, it doesn't actually "Stretch it, like <<->> side to side, not the edges only." Does that make sense? like I have a circle image thats my logo, but I see it needs to be stretched wide ways so it looks even, it looks too narrow. This is so frustrating. Do I really have to upload my logo into another program, just to resize my image 😐
