Scrolling when zoomed

When you zoom into a project you are forced to stay on one part of the document you are working on and not able to move around to the areas you need to use. I zoom in and want to work on an image that is on the left side of the screen it just zooms in on the middle and there is no scroll bar on bottom - REALLY FRUSTRATING
