Shapes Still Not Resizeable after Resizing Document

Still having this issue - when I resize a document, some of the elements can't be resized to fit the new aspect ratio because they can only be resized without changing the proportions - the side handles don't work. See video. I have to start over once again...

I think you're on the shape layer only. You need to select all elements and group them. After I think all will be great ;
