Shifting Artboard

It is extremely frustrating to be working on something and every time you click on something to move it, the image box pops up and shifts the artboard to the side. It's a constant fight. The artboard shouldn't move when any box pops up. Also, it won't let me shift the artboard left or right to zoom in on an area I am working on, I can only scroll up and down. In Illustrator, I can move the artboard any direction I need to.
