I am trying to start a new project and it is not letting my upload photos, it is not letting me set a background, I cannot seem to insert text, and I cannot even use stock photos.... I assume that there is an issue?

Sorry to hear about your difficulties. I'd suggest trying these and see if they help resolve the issue:

Test in different browsers - Chrome, Edge, Safari
Try clearing the browser cache - https://support.google.com/accounts/answer/32050
Test in incognito/private browsing mode - https://support.google.com/chrome/answer/95464
