Curved Text is not currently available in the new Adobe Express. However, it is a feature that's been much requested and is planned. You can check on the status and add your vote to this feature here: https://adobeexpress.uservoice.com/forums/951181-adobe-express/suggestions/46752556-curved-and-circular-text-feature

There is Dynamic Text which I sue quite a lot and is quite versatile, once you have a play around with it.
