Text to template not performing

Wanted to make flyers with the help of "text to template" feature for anti-drug campaigns but it refuses to do so saying it violates our guidelines. Must be a mistake .... Hope you'll can fix it. : )

I suspect it's picking up on the word drug.

 

I've tried anti-drug and drug abuse, which yields results.
