Timeline Jump when Trying to download a png of a frame

Wanting to download a few PNGs from a timeline video. When I set the indicator on frame I want then go up to the Download button, the timeline jumps do a different place.

Can you please share a screen recording of the workflow and the exported project file with us so that we can understand the issue better and assist you? When I try to pause a video and export a PNG, I get the exact frame that it is paused at. 

You may want to try once in private/incognito browsing mode to see if that makes any difference.
