Unable change words, shapes & images accordingly in layers

Issue summary: Unable to change order in layers

Product & version: Adobe Express Mobile

Platform: Android

Steps to reproduce:

1. Import images / words / shapes

2. Click Layers

3. Drag items up or down

4. Items stay where they are 

Expected result: easy dragging up and down like always

Actual result: stuck where they were before dragging
