Unable to Create a New File from a template in Shared Library

I was unable to use a template published in my teammates' shared library as a new file. I tried clicking many times "start a new file " and tried multiple browsers to complete this desired action. Please fix the issue so my teammates can also edit and use the same template for future collaborations.
