Unable to download project

I paid my Creative Cloud subscription, and I cannot download my project in Adobe Express. I use graphics that I have access to and I'm getting an error message about not having license for Stock images and I need a Creative Cloud plan. This is annoying because I pay monthly for my plan. Please fix this situation before I cancel my subscription. Thanks!
