The file has been continuously uploading for hours and has not stopped or completed. Not sure how to fix this issue. I've logged out and back in, tried sending to others to download and nothing has worked.

Are you able to identify the image/video that Express claims is still uploading?

If so, please try deleting, and then re-uploading it. If not, please let us know so we can try some other alternative.
