"Upload From Device" does not appear when Replacing image

Hi,

I've made some templates with editing restrictions. When I try to replace an image, sometimes the "Upload from device" purple button does not appear. I can do a work around by uploading the image to an asset library first, then replacing from there, but I'd rather the social media person be able to just directly upload. Why is this happening? Is doesn't happen on all the templates, only some and I don't know why.
