User workaround to locked templates

I am trying to allow users to see my templates in their Express interface and use them, but not edit. I have a group of users with comment-only permissions to view and comment on templates in my project folder. In testing, I have found that they can choose "copy to" on my templates and, in the copied version which now lives in their space, can choose "edit template" and change anything they want on my template. Any ideas about why this is happening? My templates have "no users can unlock layers" option and the user permissions on the folder are comment only.
