Using Elements and the 'Working on your File" Error

Whenever I incorporate elements into my design, they don't load or fully download, and I believe this is what is causing the 'We're working on your download" error that a lot of users have encountered.

There isn't a red or orange icon on this particular element, but I have seen that on other projects I've worked on. I've also tested where if the element has that icon, I have right clicked, save-as, and then replaced that element with the low res version I just saved and it works and let's me download the project. It's obviously a bug with the Elements in Adobe's library. Pretty frustrating as this is a main feature of the program and a perk of being a Premium member.

Are there any specific elements that cause this to happen? A screenshot would help.

I'd also be interested in knowing if you see a red/orange icon on the top-left of the asset.
