Video tools are currently not working

I am trying to make Instagram Reels in Adobe Express. I cannot upload or work with MP4's I edited in Premier Rush and exported. I have tried exporting them specifically sized for Instagram, and it doesn't make a difference. I repeatedly get a warning that my content cannot be uploaded. The videos are less than a minute. I even tried chopping them up and working on them clip by clip. That is not a reasonable solution. The videos upload and operate fine on other online video editing sites uncut. The tools in Express for editing video are extremely finicky as to whether they will show layering timing. I tried clearing my cache in Safari, clearing my cache and working in Chrome Incognito. I restarted my computer. My system has all the correct requirements: MacBook Pro 32 GB memory, OS Sonoma 14, Javascript enabled... etc. etc. I've looked all over the help section for Adobe Express and nowhere could I find specific size requirements for video. The only advice I have found in the Known Bug Issues section is to trim your video IN Adobe Express and reupload. How does one do that when they can't upload the content in the first place? Many thanks on any updates or technical help.
