Videos larger than 11 MB fail to import + editor jitter

I’m unable to import video files larger than approximately 11 MB into my project. Smaller videos import normally, but larger files fail to import.  I also noticed some jitter/stuttering while working with video in the editor.  Expected behavior: Video files should import normally regardless of being slightly larger than 11 MB, and playback/editing should remain smooth.  This issue is reproducible with multiple video files.
