I keep getting a message "we're working on your file" when I try to download

Hey,

Welcome to our Adobe Express Community!!

This shouldn't be happening. Are you still having this issue? What kind of project is it (post/video)? How often is this happening? Sometimes clearing the cache/cookies of the browser resolves such issues.

Also, please go through this article once https://adobe.ly/4bQfaBb and check if the hardware accelerator and JavaScript are enabled on the browser.
