Wont download as the correct size when I download it as a pdf

I have cleared all chaces, reloaded the page, re logged into adobe, resaved the file with the new size five times. Every time I download it as a PDF it reverts to a smaller size. I'm honestly getting a little frustrated with Adobe at this point.
