Unable to Upload a Material to the Community Assets

Like the user in the post Can not Upload my Material in Community Assets , I am not able to upload any material I create to the Community Assets. However even after looking at the Automatic asset analysis section and adjusting the graph I still get

In case it was something to do with how I defined my outputs I deleted them all and used the "Create > Output nodes" context menu item on the last "Base Material" in the graph. (And the output nodes include all the required elements AFAICS). I think the output is "dynamic" if by looking at 

Anyone have any other ideas what could be blocking the upload? 

I have attached the archive below if that would help in diagnosing the problem.
