16x9 is different in ME than AE, APP, and PS at low frame size

If I create a 16x9 workspace in APP, AE or PS with the width set to 400, they all (obviously) set the height to 225.
If importing a [for example] 1920x1080 video into ME and lock the "keep 16x9 aspect ratio". Then enter 400 as the width, ME mistakenly translates the height as 224. In fact if you turn of the force aspect ratio link and manually enter 225, it still reverts to 224 when you hit enter. Encoded mp4 also comes out as 400x224
This may not sound like a big deal but at that resolution stretching by a pixel severely softens many elements. Does anyone know why this is happening and how to fix it?
All programs are 2023, all px are square. Mac Monterey, Screenshot = ME on left, AE on right
