Adobe Media Encoder will not open

Hi,

We have an issue here, trying to get Media Encoder to open.  It just hangs on the opening tile.  I have tried rolling back a couple of versions but it doesn't help.  This is a new install of Adobe suite 2023, on a Gigabyte A5, i7 with a GTX 3070TI.  Running Windows 11.

Can anyone help?
