Creating Proxy jobs window gets hidden behind media encoder making it seem like nothing is happening

I notice when creating proxies in premeir pro media encoder will open overtop of premeir, but wont seem to be doing anything. this is because hidden behind the media encoder window is a small  pop up window that says "creating proxy jobs" . media encoder wont start the process until this is finished. 

I personally have found multiple times ive closed media encoder thinking it wasnt working correctly beause this pop up is appearing behind the media encoder window. if it could somehow pop up in front of media encoder when it opens i feel it may help lessen confusion and make a quicker workflow.
