Export in XAVC HD Long GOP creates corrupted video
App versions:
Premiere Pro Version 25.6.3 (Build 2)
Media Encoder Version 25.6 (Build 98)

PC with Windows 10 Home 22H2 Build 19045.6691 and Extended Security Updates
Summary: When exporting in XAVC HD Long GOP format, the resulting video will occasionally contain glitches, similar to datamoshing, as if coded intra blocks contain illegal references to other frames. This has been observed in a test pattern that is mostly static, but has some graphical elements moving in different directions.
All attempts to remedy the issue through uninstalling and reinstalling the software, changing settings, updating drivers, using different SSDs, etc have failed to remedy the issue.
In older versions of the software (e.g. Premiere Pro 2021 and Media Encoder 2021,) exporting in XAVC HD Long GOP will not produce those artifacts on the same system (it will however instead produce video well below the target bitrate even when the content motivates a higher bitrate.)

Steps to reproduce the problem:
1.) Create a project at 1920x1080 resolution, 50.00 Hz.
2.) Assemble a few minutes worth of recognizable geometric patterns, moving in different directions, to the project.
3.) Export the project in XAVC HD Long GOP format at 50 Mbps.
4.) Import the project into Premiere Pro and play it back or add it to a new sequence. Observe if visual glitches occur during playback.
Expected results:
There should be no glitches to exported video aside from regular compression artifacts, to the extent those are expected given the codec and bitrate. The behavior should not be substantially dependent on the type of content (real-life footage, CGI, test patterns, etc.)
Actual results:
Even with a relatively simple test pattern, there are substantial glitches making the exported video completely unsuitable for delivery and playback.
