Media Encoder 2023 Procedure Entry Point error

For the last week or so, whenever I open Media Encoder I get the following error message:

"The procedure entry point could not be located in the dynamic link library c:\Program Files\Adobe\Adobe Media Encoder 2023\OCIOWrapper.DLL."

I've already tried downloading and installing Microsoft Visual C++ updates, unistalling and reinstalling Media Encoder and it still comes up. The program works fine after I dismiss it, but it's annoying and has never happened before.

I'm running the latest updates of Windows 10. Any idea how to fix this?

I do have Norton Antivirus installed, but I've run it for years with Media Encoder without having this issue. If I disable Norton and start Media Encoder I still get the error message.

Do you have AntiVirus software installed?

Sorry, missed your reply earlier. It's the latest version on AME from Creative Cloud 23.6.

So far I've done a disk scan reinstalled Microsoft C++Runtime as suggested elsewhere. I always get that error on startup.
