Adobe Media Encoder must have the appropriate read-and-write access to decode and encode files. Ensure that system-wide software such as anti-virus or security applications are appropriately configured to allow Media Encoder to perform the required file actions. Check the manuals for these applications for details.

I guess I found the problem. I had to include the Media Encoder .exe file into the exception list of my antiviriuus software "Trend Micro". I have now updated to the latest version of ME (23.4) and it seems to work nice and smooth. Same applied to After Effects, by the way. So I also put the After Effects .exe file into the exception list.

Can you add your e-mail into the crash reporter dialog? Can you private message me your e-mail in this forum? We will look into this.
