Media Encoder 23.5 taking up CPU without running. Fixed in 23.6

Issue; Media Encoder maxing CPU utilization even if the app is closed and no renders are happening in premiere pro

Specs:

OS; Windows 10 Virtual Machine

CPU: Intel Xeon Gold 8248R at 3.00GHz

24 Cores

Have determined that update to 23.6 solves the issue
