Media Encoder 26.0 - Audio Track 2 with VST Plugin Not Exported

**Bug Description:**
When exporting a Premiere Pro sequence through Media Encoder, audio track 2 with VST compressor plugin applied is completely missing from the final output, while track 3 (also with the same VST plugin) exports correctly. Direct export from Premiere Pro includes all tracks properly.

**Steps to Reproduce:**
1. Create a sequence in Premiere Pro 26.0 with audio configuration:
- Track 1: Empty
- Track 2: Audio with VST compressor plugin applied
- Track 3: Audio with VST compressor plugin applied
- (Same VST compressor settings on both tracks 2 and 3)
2. Send sequence to Media Encoder (File > Export > Add to Media Encoder Queue)
3. Export with the following settings:
- Format: H.265 (HEVC)
- Video: CBR 5 Mbps
- Audio: AAC, 320 kbps, 48 kHz
4. Play back the exported file

**Expected Behavior:**
All audio tracks (tracks 2 and 3) with VST plugins should be rendered and included in the exported file, matching the direct Premiere Pro export.

**Actual Behavior:**
- Track 2 audio is completely missing (silent/absent)
- Track 3 audio exports correctly
- Both tracks have identical VST compressor plugin applied
- No error or warning messages during encoding
- Media Encoder shows "Encoding Complete" status
