media encoder adding extra time to video when encoding

I have made a Video that is only 3 minutes long. Triple checked that no extra files were left in the timeline and it added 2:04 making the total video of 5:04 and playing black screen until finished. 

I did it twice to make sure it was not a fluke. Adobe Premiere 23.2 & Adobe Media Encoder 23.2 encoded to H264 Match Source Adaptive High Bitrate

Also when clicking CTRL "M" Media Encoder will start launch and then crash after splash screen. Now it splashes and cashes even on ALT+SHIFT+M 

I have to launch from Start Menu Media Encode 23.1 build 81 & then load the project
